We run outpatient substance use treatment, accredited domestic violence intervention, and a range of state-recognized education programs from a single office in north Houston. Most people arrive because a court or a probation department sent them. Some arrive because they decided it was time. We treat both the same way.
Empowering Awareness
Everything here runs on one premise: people control the choices they make, and they are directly responsible for the current state of their lives. It is a demanding idea, and it is also the only genuinely hopeful one available.
If I am not satisfied with my current life situation, I can make different choices. I am no longer bound by the restrictive “that’s just the way I am” life position. I am no longer a victim of the past or of others.
I am a person capable of making choices today that are consistent with attaining and maintaining those things that are important to me, in responsible ways, without hurting me or others. I am the only one standing in my way.
If the situation is the product of choices, then different choices can produce a different situation. That is the whole argument, and it is why the work here is practical rather than philosophical.
How We Work
Accountability Without Shame
A charge is not a character verdict, and treating people as though it were tends to produce silence rather than change. Facilitators hold participants to account and still leave them room to be honest. That balance is difficult, and it is the job.
Skills, Not Lectures
Nobody has ever stopped drinking because a stranger told them to. What changes things is being able to see the sequence from thought to feeling to impulse to action, and knowing where to interrupt it.
Small Groups on Purpose
Enrollment in our education classes is capped. A room of nine people has conversations that a room of forty never will, and the conversation is where most of the value sits.
Bilingual From the Start
A large share of the people we serve speak Spanish at home. A court-ordered program delivered in a language someone half follows is not a program, so groups and materials run in both languages.
Built Around Working Lives
Groups start at 6:00 PM, with a Saturday morning option. Losing a job in order to complete a court-ordered program helps nobody, least of all the family depending on that job.
Placement by Assessment
Level of care is a clinical decision, not a preference and not a function of the charge. Two people with identical paperwork can need entirely different things.
Who We Serve
Adults, from a single office on the northern edge of Houston. That location is deliberate. Somebody attending a weekly group for eighteen weeks should not have to cross the whole metro to do it.
People completing a condition of probation, community supervision, or deferred adjudication in Harris, Montgomery, and surrounding counties.
No order, no charge, no paperwork. Assessments, outpatient treatment, anger management, and parenting classes are all open to people who simply want them.
Judges, probation officers, defense attorneys, and employers who need an accredited provider and documentation that will actually be accepted.
Relatives trying to understand what treatment involves. Confidentiality limits what we can say about an adult client, but not what we can explain about the programs.
Licensing, Accreditation and Staff
Court-recognized programs are only worth attending if the provider is authorized to deliver them. Verify any provider before enrolling, including this one.
Licensed by the State of Texas for outpatient chemical dependency treatment, covering supportive and intensive levels of care.
Accredited by the Texas Department of Criminal Justice, Community Justice Assistance Division, and listed on the accredited provider rosters used by Harris County courts.
Assessments, treatment planning, and counseling are carried out by counselors holding Texas professional licenses.
State education curricula such as DWI Education and TDOEP are taught by instructors certified for those specific programs.
Accreditation is not permanent. BIPP accreditation in Texas runs on a renewal cycle and is reviewed against curriculum fidelity, facilitator qualifications, victim safety protocols, and record keeping. It has to be earned again.

Working With the Local System
A community provider is part of an apparatus that includes courts, probation departments, defense attorneys, and victim services agencies. That means the paperwork matters as much as the counseling, because a program nobody can verify is a program that failed the person attending it.
We keep our authorizations current, we produce documentation that referring bodies can rely on, and we tell clients plainly when a condition requires something we do not provide. Approval lists vary by county, so anyone on community supervision should still confirm with their supervising officer that this provider is approved for their jurisdiction and their specific condition.

What This Center Does Not Do
Being straightforward about the limits is part of doing this responsibly. This is an outpatient center. It is not a residential facility, not a detox unit, and there is no medical care, prescribing, or overnight supervision on site.
Outpatient is the wrong level of care for someone facing a medically dangerous withdrawal, particularly from alcohol or benzodiazepines, for someone in acute psychiatric crisis, or where the home situation makes any stability impossible. A medical evaluation, detox, or residential placement comes first in those cases, and outpatient treatment works far better as the step that follows.
Anyone facing a medical or psychiatric emergency should seek emergency care immediately.
Questions People Ask About Us
Are you a rehab in the residential sense?
No. We are a licensed outpatient center. Clients live at home, keep working, and attend groups in the evening rather than staying on site.
Can I check your accreditation independently?
Yes, and you should. BIPP providers appear on accredited provider listings maintained for Texas counties, and your probation officer or attorney can confirm approval for your jurisdiction.
Do you only take court-ordered clients?
No. A good number of people arrive with no legal involvement whatsoever. The treatment is identical; court-ordered clients simply have reporting attached to it.
Do you treat adolescents?
No. Our programs are for adults.
What makes a program here different from a cheaper one online?
Accreditation and acceptance. An unaccredited certificate can be rejected by a judge, which costs far more in wasted months than the difference in price.
